The atrociously neglected!

An elderly man of probably above his mid 60s approaching his 70s ; half naked; dirty; with a large septic wound surrounding his noticeably swollen lower right leg. That is the image of a man passed daily at the robots in upper Oxford Street. He begs for money as expected of a street begger, and utters expressions and insults the cause of which is known to him alone. I've known of the man for more than 5yrs now and his swollen septic wound has been since I saw him first. Though he's lost a fairly noticeable amount of weight I doubt it's due to an intentional weight loss diet or program. Police, lawyers, doctors, entrepreneurs pass his robots daily, therefore,  a considerable amount of people have seen him, that's a fact. So my questions are: 1. Why are governmental structures negligent of street people? 2. Have we become passive to an extent of facing such instances without being moved to assist however we can? The political saga continues... (aluta continua)

Poor me for thinking South Africa was a democratic state, the constitution of this country had me fooled indeed. In a country where, a president masses disapprove of is seated in power, making strict orders as though the countless laments concerning his leadership do not exist. Is it entirely as a result of our voting system that we find ourselves in such an unfavourable circumstance or could rigging be involved? For I fail to accept or believe that the masses can be this stupid, to continue to allow such explicit corrupt government to reside in power. Surely, corruption can not be utterly eradicated and cured entirely however, stringent measures should be implemented to curb it and have its culprits expelled. However in our political reality the untouchable president J. Zuma, who's been accused of fraud and rape is excempted from such expulsion.
